It is too rare for "extend the existing street grid and put up some houses and shops" to top the list of what to do with newly available megaparcels. It's true that such parcels provide a rare opportunity to do something different without massive eminent domain. It's just not clear why everyone assumes doing something different is necessarily desirable.
