We're going back in time a bit here, as for years I mocked the idea that it was difficult to find "shovel ready" infrastructure projects by pointing out that water systems all over the country need massive amounts of maintenance. These are big projects, but not big projects requiring massive environmental and engineering studies. Dig up street, replace pipes, repair street. Repeat.
