One of Arnold's proposed cuts is to California's rather excellent program for in-home services for the elderly and disabled. It's a good program, which basically pays home health care aids, who work at dirt cheap rates, to help these people for a few hours each week to take care of a few things that they can't manage by themselves. It's designed for people who are mostly - but not completely - able to live independently if they just get help for the few things they can't manage.
