I'm not sure about the reflexive "extremely knowledgable on foreign policy" praise as it seems like everyone who is "extremely knowledgable on foreign policy" seems to get everything wrong these days, but otherwise
Josh has the right take. The are more and less charitable readings of what Biden said, but there's no way to read it which doesn't reflect very poorly on Biden.
