My guess is that
Matt is right and that costs are cut by slowly phasing it in. I wouldn't be psyched about a slow phasing in, but I'd be on board for a super awesome bill with the flaw of being phased in slowly so that senators can adhere to a pointless and arbitrary budget framework. But I doubt the bill is super awesome, so...
