As long as the uses of public space by private concerns don't encroach on the whole public use part I think it's perfectly fine to use -
and get money from - commercial interests wanting to use the spaces. Often I think in the US there's too much of a conscious divide between public and private spaces, and public spaces can end up being rather lifeless and barren. Obviously this is less of an issue in busy parts of Manhattan, but even so.
