I don't have any sense of the engineering challenges or the consistent size of the right of way, but yes it would make a lot of sense to plan for the possibility of express trains from Dulles simply by building in
occasional 3rd tracks. It's the kind of thing which is much easier and cheaper to do when you first build something, and much harder to add in later...
