I wasn't suggesting there should be
no performance measurement, just that if you design a system where it's easy to cheat, potential cheaters are unlikely to be caught, and there are big carrots and sticks for success and failure respectively, people are going to cheat. This has no direct benefit for the kids, and perhaps as importantly any education policy decisions made based on the data are going to be flawed. So time to design a new system.
