I think reasonable people can genuinely disagree about how
"bike friendly" local transportation policy should be. I think the broader problem is that even in an urban hellhole like NYC where significant numbers of people don't own cars and rely on walking/public transportation to get around, policy is set by, and policy discussions driven by, elites who do drive.
