I don't claim to have deep knowledge of this, but I was in Peru a couple of years ago and one thing that was clear was that the lack of a
decent mass transit system was an incredible problem. Despite the somewhat low level of development and the degree of widespread poverty, everything was basically designed around the idea that people would have access to a personal vehicle. Which of course many didn't.
