I'm no fan of the 21-year-old drinking age, but it's one thing to have it be against the law and another to make serving or responsible for drinking minors to be a
major crime. Teens are going to drink. Public policy that was about outcomes rather than just official tut-tutting would recognize that it's probably best that there are some adults in the room...
