Most of these people don't care about the policy, they just want the appropriate respect and deference they imagine is due to the leaders of their tribes, and so keep imagining that if only there's enough
bowing and scraping "compromising" we can get back to, oh, I don't know, helping the poor or something.
Like maybe by giving them free contraceptives?
