Reports express opinions all of the time. Often they put a big ANALYSIS sticker on it, pretending they're delivering Great Truths instead of just pontificating like the rest of us, but they're just fooling themselves. It's sometimes funny (if not ha ha funny) seeing
which opinions (and by whom) they're allowed to express and which they aren't.
