Basically everybody who drives to a location to drink (bar, dinner party, whatever) is at least occasionally a drunk driver, in the sense that they're almost inevitably flirting with crossing the .08 BAC level.
Dropping that level to .05 will really make driving to drink, legally, pretty much impossible.
