So much of Friedmanesque ramblings about What Other Countries Should Do contain an implicit assumption that countries have some sort of collective intelligence and will, and once that gets smart enough and ready to Do The Right Thing, then the neoliberal pseudo-democratic paradises will bloom. Also, too, freedom. Of the right kind, anyway.
In reality, it's largely about powers clashing, sometimes with guns and sometimes through control of institutions, but it isn't just about Wising Up And Getting It Right.
