If Philly's slow but steady population growth, and associated demand
for real estate, continues, there will come a time when more of the city is going to need some upzoning. 2-3 stories is the max for residential structures in much of the city. I'm not saying that 45 floor skyscrapers are necessary everywhere, but there probably should be more areas where 6-8 story buildings are allowed.
