Given the routing of the one way streets here, there's basically no reason for cars to use this stretch except to access the parking spots or "oops, I missed the turn onto 23rd st." They've creatively made the change "parking neutral," sadly necessary for any nice things, by moving the free car storage plots to either side of
the pedestrian area.
