I obsess
about water main breaks because everybody agrees 90+ year old water systems need to be replaced, that flooding can do an immense amount of damage in a very short period of time, and unlike other "big" infrastructure projects they don't need elaborate EIRs or engineering studies. Dig up the road, replace pipe, repair road. Easy.
