The regional rail system in the hellhole metropolitan areas is
heavily underutilized because there's very little transit oriented development near stations. If people did The Math they'd see that you can't realistically build enough parking near existing stations without building parking garages that would be way taller than any other building is allowed to be in most of these places, so there isn't enough parking but no one can walk to the stations, either.
