it's "DC unity." Nobody in California or Alabama gives a shit whether DC Elder Statesman Republican X gets to have a job in a Clinton administration. "National unity" is a stupid concept, generally, of course, but spreading the political appointments around DC does nothing to foster it. For some reason it's always Democrats who are supposed to share power... weird, that.
