A problem with this basic theory... or at least, a problem with the consequences of it, is that as is always the case with investigations of the powerful, especially in DC, is they manage to hit a brick wall when they start going after Safeway Man.
Safeway Man is the respectable guy that respectable power brokers do not think deserves the legal scrutiny that they are getting because they're my Safeway buddy. Turn over too many rocks and you will hit Safeway Man.
