I don't know where I heard that or if it's true, but I do have a memory of someone saying he was scared of it. Our system of international law and the various taboos and legalities that flow from that aren't real barriers. No President of the United States is actually going to be tried for war crimes and Ari Fleischer wasn't going to be tried for treason (I realize these are different things).
