I find this to be the most grating of constructions. Given the particular role of political parties in the US - not meaningfully membership organizations, minimal linkages between local/state/national parties - even the worst despicable Republican cretin doesn't put "party over country." They just put themselves over everything. It's personal ambition. That's all.
