Basically they can't trust DeSantis to not just give the vaccine to "rich and connected Republicans" so they're going to bribe him with even more doses.
The plan follows similar federal efforts to open sites in California and Texas. Florida was initially reluctant and would only agree to the sites if they came with their own shipment of vaccine. @CBSMiami
