This was always a bit more clear in countries with uniformish national covid measures, but I think it's been a bit muddied in the US because of the lack of that.

You don't need any kind of mandatory lockdowns to "damage the economy." Plenty of people will just stay home because they are taking precautions, or because they are sick, or because they don't have childcare, or...

Lose a few servers and cooks and your restaurant has to close for the night. This isn't complicated.
